Pay As They Go… With Your Money

In 2007, a new sheriff got elected in Washington. The Democratic Party took control of the House the following January, and on their second day in power, the Democrats adopted something called “PAYGO,” or pay as you go.

Unlike during the Bush administration, lawmakers promised to be fiscally responsible, and the next time Congress wanted to spend money it promised to cut spending elsewhere or raise taxes but not add to the deficit.

Well guess what?  Congress ignored PAYGO 12 times in the last Congress and at least three times in this one, adding more than $1 trillion to the deficit.

The latest example is a $5.7 billion “Disaster Relief and Summer Jobs Act.”

Most of the money goes to the Federal Emergency Management Agency for disaster recovery, including more money for victims of Hurricanes Katrina and Rita, which happened 5 years ago.

There’s also $600 million for summer jobs for teenagers. This is on top of the $1.4 billion already appropriated for that purpose.

Even more money is also going to the Small Business Administration loan guarantee program, on top of the $680 million already dolled out by Uncle Sam.

“There’s no doubt that PAYGO is being ignored in this circumstance and the way you do that is to declare an emergency when there’s no emergency at all,” said Rep. Jerry Lewis of California, the ranking Republican on the House Appropriations Committee.

Taxpayer watchdog groups are also voicing concern about this emergency supplemental bill.

“Unfortunately, it’s business as usual in Washington that the way to get things through is if you can get everyone to agree that it’s an emergency then you don’t have to worry about paying for it,” said Steve Ellis, vice president of Taxpayers for Common Sense.
