CLEVELAND, OHIO-   Councilman Zach Reed said he had been getting complaints of a "Dead Body Smell" from neighbors of Anthony Sowell going back to 2007.

" I got a call from a resident saying there is a foul odor across the street, and it smells like a dead person. Not a dead animal, not dead meat.. a dead person!"

The councilman is now asking for an investigation into the matter, saying,  “Clearly the ball was dropped."
