“It’s the best way to keep order and discipline”, U.S. Congressman Mark Kirk (IL-R) said when asked about the “don’t ask, don’t tell” policy.
Kirk, a Naval Reserve intelligence officer, was surprised that President Obama made the public commitment without taking the action. As the president and the commander-in-chief, “he could have just made the change that he advocated,” Kirk said.
